- Rule: Counties and municipalities are authorized to adopt local laws or ordinances requiring registration of dogs or cats, in addition to (not as a substitute for) the state vaccination requirement; no registration certificate may be issued unless an unexpired rabies vaccination certificate is shown. (Tenn. Code Ann. 68-8-104)

- Rule: All rabies vaccinations of dogs and cats required by the Anti-Rabies Law shall be administered only by or under the supervision of a veterinarian, with a certificate of vaccination. (Tenn. Code Ann. 68-8-103(d)-(e))

- Rule: It is unlawful to own, keep or harbor any dog or cat six (6) months of age or older that has not been vaccinated against rabies; dogs and cats may be vaccinated as early as three (3) months of age (or as the vaccine's USDA license specifies). Routine rabies vaccination of other animals is not required unless deemed necessary by the commissioner or by emergency rules of the department. (Tenn. Code Ann. 68-8-103(a)-(c))
